Is this Lowest unique Bid system legal?

Is it legal to have a lowest unique bid model where the number of entrants is fixed and so is the time the bid ends? Much like a poker tourney. Thanks for any replies!

Setting and publishing a max # of players and an end time is helpful in reducing what could be argued are elements of chance or randomness in the game if they weren't present. But there are other issues that would probably dominate over these two factors. one would be the amount of strategy required to win...strategy being the opposite of 'luck' in gaming law. The more that strategy determines the winner, the less luck, chance or randomness plays a role. Depending on the jurisdiction, the degree to which 'luck' plays a role in the outcome determines if the game is one of chance (gambling) or skill (legal competition).

The model I am planning on using is much like the one found on Cheap iPad auction | Cheap iPhone | SmartBid #1 Lowest Unique Bid Auction Site . The bidding would be a fixed number of bids.
